Increase Voting Delay and Voting Period

benefits: ⌐◨-◨ better coordination and participation of subdaos. ⌐◨-◨ added security (time to vet and vote against/veto props) ⌐◨-◨ better decision making as having more time to discuss proposals after they go on chain - which is useful as we scale (embrace the protocol) and see props come on chain that had either little or no previous discussion. downside: ◨-◨¬ a bit slower to execute proposals (makes on-chain votes less viable for super time sensitive initiatives) ...cant think of much else?

Not sure this will fix random non-discussed props being placed on chain, but having longer time for these props to be discussed seems good at those rates.

Increase Voting Delay and Voting Period As the number of nouners and nouns sub-communities increase, we will see more proposals appear on-chain without prior off-chain coordination. This is a proposal to increase the ‘Voting Delay’ to 4 days, and the ‘Voting Period’ to 5 days, so that nouners have more time to diligence proposals and to decide how they will vote.
